Owners and operators of HCI steel pickling plants would comply with the monitoring, recordkeeping and reporting requirements of the NESHAP General Provisions (40 CFR Part 63, Subpart A) and any specific requirements cited in 40 CFR Part 63, Subpart CCC, to determine if compliance has been achieved.
