Amendment to this collection in the proposed rule under RIN 0648- AS47 are not approved at this time. The agency should develop a complete request for full three year clearance, including 60-day and 30-day FR notices and incorporating changes to the collection contained in the final rule to allow for orderly consideration of both the original information collections and the changes. The agency is reminded that previous Terms of Clearance require future submissions to directly address compliance with the Government Paperwork Elimination Act and to detail plans to provide for electronic submission options. Submission by fax is not considered electronic submission for these purposes.

Abstract:
National Marine Fisheries Service (NMFS) manages the crab fisheri fisheries in the waters of the coast of Alaska under the Fishery Management Plan (FMP) for Bering Sea and Aleutian Islands (BSAI). Crab. Amendments 18 and 19 amend the FMP to include the Crab Rationalization Program. Congress amended the Magnuson-Stevens Act to require the Secretary of Commerce to approve the Program. The Program reallocates BSAI crab resources among harvesters, processors, and coastal communities. This collection-of-informa- tion addresses the forms in the IFQ Program for Halibut and Sablefish that are revised or removed due to the Program.
