This collection is not approved. Under 5 CFR 1320.5(d)(2), OMB will not approve any collection that requires respondents to submit more than one original and two copies without a demonstration of substantial need. This collection requires respondents to submit original information to a potentially unlimited number of foreign mailing addresses. In addition, the agency has not provided these foreign mailing addresses in an easy to find location, nor accounted for the cost of submitting this information to international locations. The agency may resubmit this ICR without additional Federal Register notices after revising the collection.
