Short Statement: There are a number of interlocking reasons for this adjustment in OSTs estimate. Primarily, due to the fact that most of responses to the form-based information collections are collected over the telephone, using OSTs toll-free number, OST has a much more accurate estimate of the actual time required to collect the information in question. Paradoxically, however, the increase in ease of providing the information required to accomplish the desired transactions, in moving from a primarily-paper-form-based collection to a telephone-call-center collection, has apparently led to a significant increase in the number of actual transactions taking place. Due to this increase in the number of transactions occurring each year, the reduction in the burden hours is not nearly so large as might otherwise be expected.
