Abstract:
Amendments to the Bottomfish and Seamount Groundfish Fisheries Management Plan, the Crustacean Fisheries Management Plan, and the Precious Corals Fisheries Management Plan necessitate revisions to information collected by federally-managed fisheries in the western Pacific region. Owners of large (>50 ft. in length) fishing vessels with Guam Bottomfish Large Vessel permits, owners of vessels registered to fish for bottomfish or crustaceans in the Pacific remote island areas and owners of vessels registered to harvest precious corals or crustaceans in the Commonwealth of the Northern Mariana Islands would be required to maintain on board an accurate and complete logbook and submit it to NMFS. Fish catch, fishing effort, and other data are collected for bottomfish, crustaceans, and precious corals harvested in the area outside 50nm of Guam shores, in the NMI and the PRIA. The data are used to determine the condition of fish stocks and whether the current management measures have the intended effects, to evaluate the benefits and costs of management measures changes, and to monitor and respond to incidental takes of endangered and threatened species.

Due to several proposed amendments in PRs 0648-AT95 (published 06/23/06 and uploaded to this request and 0648-AT94 (also posted, but no space provided for citation of a second regulation: published 08/14/06, 71 FR 46441), recordkeeping requirements for bottomfish, precious corals and crustaceans will be applied more broadly. This request adds 13 respondents, 84 responses and 7 hours annually. NOTE: the estimated recordkeeping costs are $4400, but are shown as "0", because the cost per response on the worksheet does not allow more than two decimal places.
