The agency must make greater effort to accurately complete the information for ROCIS. For example, in this submission, burden changes were incorrectly reported as due to agency discretion. In addition, the agency must make greater effort to report the number of small entities that are respondents to each information collection. The assertion in the supporting statement that the collection does not have a significant impact is not the equivalent of a collection not collecting information from any small entities.
