Abstract:
Amendment 1 to the herring FMP, which will create a limited access herring fishery, is needed to improve resource conservation, minimize the potential for excess harvesting capacity in the fishery, and provide a platform to promote long-term economic stability for harvesters, processors, and fishing communities. This amendment is designed to meet all the requirements of the Magnuson-Stevens Fishery Conservation and Management Act, as well as other applicable laws. This revision also will merge 0648-0404, Northeast Region Vessel Monitoring and Communications and 0648-0521, Northeast Multispecies Framework Adjustment 40-B Permit into 0648-0202.

Respondents have not changed since the last approved action (merger of 0648-0481 into 0648-0202). A total increase of 1,126,527 responses has been added from the new collection and the merging collections. An increase of 1) 165 in burden hours is due to Amendment 1. Additional burden hour increases due to merges as part of this request are: 2) 958 from 0648-0404, for VMS operations and maintenance and 3) 651 from 0648-0521 for requests for allocation of Georges Bank cod to facilitate research projects; the Western Gulf of Maine Rod/Reel Haddock Special Access Program; herring vessel observer and law enforcement notifications; request for Days-at-Sea credit from standing by an entangled whale and haddock bycatch notification of landing. A cost increase of $225,000 for VMS operations and maintenance has been transferred from 0648-0404 (capital and start-up costs from that collection have expired) and a cost increase of $90,776 for recordkeeping and reporting has been transferred from 0648-0521.
