Previous terms of clearance have been addressed as follows: Discussions with the FCC regarding the prior terms of clearance and the sensitivity of financial information collected indicates: 1) Fees can be paid to the FCC online electronically through a secured program eliminating the need for human interaction with direct account numbers; 2) All mail-in-payments containing account numbers are received and keyed-in by the FCCs designated lockbox Bank directly; and 3) any direct interaction by FCC with transmitted account numbers is limited only to cases where necessary, such as charge-backs or disputes. The FCC will inform OMB if their business process for this information collection changes substantively.

Abstract:
The FCC Forms 159/159-C, 159-B, 159-E, 159-W and blank Form 159-W Worksheet are remittance advice forms that applicants/licensees are required to file when making payments to the Commission for, including, but not limited to: regulatory fees, application fees, auction participation, fines, forfeitures, Freedom of Information Act billings, and any other debt due to the Commission. With the submission of this collection (3060-0589) to OMB, the Commission takes this opportunity to consolidate 3060-0949 into 3060-0589 to that our family of Form 159 remittance advice forms reside under a single OMB control number.

On August 6, 2007, the FCC released a Report and Order and Further Notice of Proposed Rulemaking (R&O and FNPRM), Assessment and Collection of Regulatory Fees for Fiscal Year 2007, MD Docket No. 07-81, FCC 07-140. This R&O and FNPRM applied regulatory fee obligations to interconnected Voice over Internet Protocol (VoIP) providers. The Commission has also taken this opportunity to consolidate the information collection under OMB Control Number 3060-0949, "FCC Form 159-W, Interstate Telephone Service Worksheet," into this collection so that our family of Form 159 Remittance Advice forms are under a single OMB control number.
