Abstract:
On June 15, 2007, the Commission released the Sections 225/255 VoIP Report and Order, FCC 07-110, WC Docket No. 04-36, WT Docket No. 96-198, CG Docket No. 03-123 and CC Docket No. 92-105. The Sections 225/255 VoIP Report and Order extends the disability access requirements that currently apply to telecommunications service providers and equipment manufacturers under section 255 of the Act and 47 CFR part 6 of the Commissions rules, to providers of interconnected voice over Internet Protocol (VoIP) services, and to manufacturers of specially designed equipment used to provide those services. The Commission adopted this measure under its Title I ancillary jurisdiction in order to give full effect to the accessibility policies embodied in section 255 of the Act, and to further the Commissions statutory mandate to make available a nationwide communications system that promotes the safety and welfare of all Americans. In addition, the Commission extended the TRS requirements contained in the Commissions regulations, 47 CFR 64.601 et seq. (Subpart F) of the Commissions rules, to providers of interconnected VoIP services, pursuant to section 225(b)(1) of the Act and the Commissions Title I ancillary jurisdiction.
