Abstract:
This information collection package is a request for an revision of the currently approved information collection requirements under CMS-R-48 (0938-0328). We have updated the burden estimates associated with the current hospital conditions of participation (CoPs) in this package. This document represents the inclusion of all current and final hospital CoPs currently effective. The information collection requirements described herein are needed to implement the Medicare and Medicaid CoPs for 4,890 accredited and non-accredited hospitals and an additional 101 critical access hospitals (CAHs) that have distinct part psychiatric or rehabilitation units (DPUs). CAHs that have DPUs must comply with all of the hospital CoPs. Thus, this package reflects the paperwork burden for a total of 4,991 (i.e., 4,890 hospitals and 101 CAHs which include 81 CAHs that have psychiatric DPUs and 20 CAHs that have rehabilitation DPUs). The information collection requirements for the remaining 1,183 CAHs have been reported in a separate package under CMS-10239.

Short Statement:
This information collection package serves to update the burden estimates associated with the current hospital conditions of participation (CoPs) in this package. The information collection requirements described herein are needed to implement the Medicare and Medicaid conditions of participation (CoPs) for 4,890 accredited and non-accredited hospitals plus 101 CAHs that have DPUs. Currently, the CAH burden is included in the hospital burden submission. We have determined that the current CAH burden is overestimated in the hospital PRA package because all the burden and costs were assigned equally to both CAHs and hospitals. Because CAHs are limited to 25 beds, provide limited services, and require less personnel, the CAH CoPs are less stringent than those for hospitals. Therefore, this submission will result in less associated burden and costs for CAHs. Additionally, there are fewer accredited and non-accredited hospitals since the last submission of this package.
