Abstract:
Under FERC-549B natural gas pipelines operating under a blanket certificate file a report with FERC showing the pipeline's peak day capacity and the estimated storage capacity and maximum daily delivery capacity of its storage facilities. The report must show the respective assignments of that capacity to the various firm services provided by the pipeline. In RM08-1-000 Final Rule, the Commission is revising its regulation to reflect changes in the market for short-term transportation services on pipelines and to improve the efficiency of the Commissions capacity release mechanism. FERC is proposing to permit market based pricing for short-term capacity releases and to facilitate asset management arrangements by relaxing the Commissions prohibition on tying and on its bidding requirements for certain capacity releases.

Short Statement:
The changes in this Final Rule are to reflect the addition of the information that must be included in the posting of any capacity release to implement an asset management agreement or a release made as part of a state retail access program. In addition, natural gas pipelines will be responsible for making a tariff filing to remove any inconsistent tariff provisions and can incorporate this filing into any other tariff filing made by the pipeline. These program changes are for complying with additional filing requirements of the Final Rule in accordance with the procedures contained in proposed sections 284.13(b)(1).
