Abstract:
Abstract: The Disinfectants/Disinfection Byproducts, Chemical and Radionuclides Rules ICR examines public water system, primacy agency and EPA burden and costs for recordkeeping and reporting requirements in support of the chemical drinking water regulations. These recordkeeping and reporting requirements are mandatory for compliance with 40 CFR parts 141 and 142. The following chemical regulations are included: Stage 1 Disinfectants and Disinfection Byproducts Rule (Stage 1 DBPR), Stage 2 Disinfectants and Disinfection Byproducts Rule (Stage 2 DBPR), Chemical Phase Rules (Phases II/IIB/V), 1976 Radionuclides Rule and 2000 Radionuclides Rule, Total Trihalomethanes (TTHM) Rule, Disinfectant Residual Monitoring and Associated Activities under the Surface Water Treatment Rule, Arsenic Rule, Lead and Copper Rule (LCR) and revisions.

Short Statement:
The decrease in burden is primarily attributable to the use of updated system inventories and entry points to calculate monitoring costs. Also, there was a decrease in burden due to the completion of initial monitoring under the Arsenic Rule and the completion of startup associated with the Lead and Copper Rule Short Term Revisions. The changes due to Agency Discretion listed on the individual ICs stem from the consolidation of three ICs into two. In the previous ICR (for a Final Rule), one IC was left unaltered which covered the existing requirements. The second two ICs detailed the burden on private sector and state entities due to the new rule only. This renewal ICR has thus consolidated the burden for private and state entities into their respective ICs, and eliminated the now-unnecessary third one. While the deletion of the IC is characterized as a program change, this is only due to the constraints of ROCIS, and there was no program change in reality.
