Short Statement: The 209,436 hour increase occurred because more on-site consultation visits are comprehensive vs. limited; thus, visits take more time. The Agency previously estimated that only employers with limited visits receive written reports; we now estimate all visits, whether comprehensive or limited in scope, provide a report to the employer. In addition, the Agency increased the amount of time to prepare a written report based on discussion with consultation projects.
