Under this approval, DCIs must be approved by high-level management (Deputy Division Director or above). Before EPA may issue a specific DCI under this approval, EPA must provide OMB with prior notice and opportunity to review the DCI. The information sent to OMB shall include basic information on the pesticide, the total number of respondents, the planned schedule for issuance and data submission, a list of required studies, the practical utility of the data, and an estimate of the paperwork burden and testing costs. OMB may request that EPA provide additional information as necessary to explain the basis for the DCI. OMB expects review of specific planned DCIs will be prompt (15 working days after OMB confirms receipt), although OMB will notify EPA if there are issues that require additional time for review. OMB may also request that EPA issue a FR notice seeking public comment on the DCI. Based on its review, OMB may determine that any one or more requested DCIs do not comply with the requirements in 5 CFR 1320.5(d) and return the request to EPA for reconsideration. In such cases, EPA may not issue the DCI(s) before addressing the issues raised and resubmitting the request.

Abstract:
EPA is requesting a renewal and has been mandated to by OMB to consolidate several existing approved Information Collection Requests (ICRs) to the Office of Management and Budget (OMB). EPA has soliciting comments on specific aspects of this information collection. The consolidated ICR, entitled: ''Pesticide Data Call-In Program'' (identified by EPA ICR No. 2288.01 and OMB Control No. 2070-new), will consolidate the following currently approved ICRs: ''Data Call-Ins for the Special Review and Registration Review Programs'' (identified by EPA ICR No. 0922.07 and OMB Control No. 2070-0057); ''Data Generation for Pesticide Reregistration'' (identified by EPA ICR No. 1504.05 and OMB Control No. 2070-0107); and ''Data Acquisition for Anticipated Residue and Percent of Crop Treated'' (identified by EPA ICR No. 1911.02 and OMB Control No. 2070-0164). Collectively, these ICRs enable the EPA to acquire the necessary data to assess whether the continued registration of an existing pesticide causes an unreasonable adverse effect on human health or the environment. For the four programs represented by these collections, the Agency issues a Data Call-in (DCI) to collect the required information to support the statutorily mandated pesticide reviews. The programs and DCI activities represented in this proposed renewal and consolidation share a common statutory authority, Section 3(c) (2) (B) of FIFRA, which authorizes EPA to require pesticide registrants to generate and submit data to the Agency, when such data are needed to maintain an existing registration of a pesticide.

Short Statement:
The total estimated burden for this consolidated renewal ICR is 262,301 hours, which reflects a net decrease of 106,030 hours per year for this consolidated renewal ICR over the combined burden estimates for the currently approved ICRs. The primary cause of this reduction is the fact that EPA's Reregistration program is ending and that the Agency thus expects to issue fewer reregistration DCIs. The decreased burden associated with the reduction in the number of reregistration DCIs that will be issued is somewhat offset by an expected burden increase related to increase in the number of registration review DCIs that will be issued. These changes are adjustments. The Agency is also including a new category of DCIs for enforcement and unanticipated incidents. Although EPA expects that the issuance of this type of DCI will be rare, the related burdens represent a program change. The Supporting Statement includes detailed analyses of these revised estimates. Because this is a consolidation ICR, these all changes are recorded as program changes. Upon approval, EPA will discontinue the individual ICRs.
