Abstract:
MMS uses the information to determine if the applicant filing for a lease in the Outer Continental Shelf (OCS) is qualified to hold such a lease, to verify qualification of bidders and eligibility of joint bidders, and to verify lessees have adequate bonding coverage. Respondents are Federal OCS sulphur or oil and gas lessees and bidders on OCS lease sales.

Short Statement:
As of 10/14/2008, final rulemaking for 30 CFR 256 became effective (73 FR 52917, 9/12/2008). The rule collection (1010-0174, exp. 9/30/2011) consists of burden hours relating to 30 CFR 256 (45 total hours). The MMS is, therefore, consolidating the burden hours into OMB Control Number 1010-0006 (exp 5/31/2010). After OMB approves the consolidation, MMS will discontinue 1010-1074.
