Abstract:
This information is necessary to ensure compliance with the international requirements of the STCW Convention, and to maintain an acceptable level of quality in activities associated with training and assessment of merchant mariners. Respondents are owners and operators of vessels, training institutions, and mariners.

The change in the burden is an ADJUSTMENT. The change is primarily due to 2 factors(1) a change in the estimated population of mariners, and (2) a change in the number of training institutions and courses submitted by them to the Coast Guard for approval. There is no programmatic change associated with this change in burden.
