Abstract:
Local governments can request cancellation of Community Disaster Loans if certain conditions are met. Special Community Disaster Loans were authorized under Public Law 109-88 as appropriated under Public Law 109-62, however the loan cancellation provision within the Stafford Act was made inapplicable under Public Law 109-234 (2006 Act). Public Law 110-28 (2007 Act) removed this prohibition, and implementation of this provision is contained in this Paperwork Reduction Act submission.

Short Statement:
There is a program increase resulting in the addition of the +$4,850.32 in annual burden costs for FEMA Form 90-5, SCDL is due to the addition of this component to the collection as the result of a new rule for the cancellation of the Special Community Disaster Loans. There is an adjustment resulting in the addition of +$92.76 in annual burden costs for FEMA Form 90-5, CDL is due to an increase in the number of respondents for Community Disaster Loans resulting from a miscalculation at the time of the last submission in the number of respondents (resulting in a proportional increase in costs), and also the last Notice of Action did not capture the original cost of the collection.
