This collection is approved as an emergency clearance to meet the American Reinvestment Recovery Act Requirements based on the additional materials provided by the Department. The collection is valid for six months. If Commerce decides to continue to use the collection past the approved emergency request clearance time period, it must resubmit to OMB under the normal PRA clearance process for a three-year approval.

Abstract:
The NIST Construction Grant Program provides funding for research science buildings through the construction of new buildings or expansion of existing buildings.
Emergency Justfication:
To receive funding, applicants must submit proposals in response to NIST competition notices announcing the availability of funds and request for proposals (RFPs), which are published in the Federal Register and Grants.gov Web site. This request is for the information collection requirements associated with applying for funding. The intent of the collection is to meet programmatic requirements, as well as compliance with 15 C.F.R. Part 14. In order to meet the intent of the American Recovery and Investment Act, the information collection review would need to be completed as soon as possible. NIST will then be able to announce a competition on April 15, 2009, having completed the information collection process earlier.
