Abstract:
The National Oceanic and Atmospheric Administration (NOAA) collects information to implement the International Dolphin Conservation Program Act (IDCPA). The IDCPA allows entry of yellowfin tuna into the United States, under specific conditions, from nations in the Program that would otherwise be under embargo. The IDCPA also allows U.S. fishing vessels to participate in the yellowfin tuna fishery, in the eastern tropical Pacific Ocean on terms equivalent with the vessels of other nations. NOAA collects information to allow tracking and verification of "dolphin safe" and "non-dolphin safe" tuna products from catch through the U.S. market. The Tuna Tracking & Verification Program (TTVP) intends to request voluntary collaboration with middle, junior, and high schools across the country. Interested science teachers and students will be asked to volunteer to purchase cans and pouches of tuna at their local retail markets and forward the samples (the individual cans or pouches of tuna) to the TTVP. Once the samples are received by the TTVP, the remaining portion of the programs usual spot check audit will be conducted by contacting distributors or manufacturers of these samples to supply documentation (as already described in the approved collection) which supports the dolphin safe claim found on the product.
