Abstract:
The DOL Veterans Employment and Training Service (VETS) administers funds for the multi-year Jobs for Veterans' State Grants (JVSG) to each State, the District of Columbia, Puerto Rico and the Virgin Islands on an annual basis on a fiscal year cycle. These forms are used to facilitate the identification of required programmatic and financial data provided by States requesting and expending funds and for monitoring the grants, making quarterly adjustments and reporting results to Congress. The use of program-specific standard formats helps to ensure that requested data can be provided in a uniform way, reporting burdens are minimized, the impact of collection requirements on respondents are properly assessed, collection instruments are clearly understood by respondents, and the information is easily consolidated for posting in accordance with statutory requirements.

Short Statement:
The total burden hours for this ICR increased although the individual burden hours for the Managers Report on Services to Veterans decreased. The Managers Report was revised to eliminate the collection of information that does not change from quarter to quarter and an element was eliminated from this report and expanded in the VETS 201 Form. Even though the estimated number of respondents for the Managers Report increased, the number of hours per response decreased. The overall burden for the information collection increased because the burden hours for the VETS 201 more than offset the burden hour reduction for the Managers Report. The single-page VETS 401 will eliminate the need to submit two SF-424As resulting in a decrease in burden hours for the data submission. The VETS 402 will replace the VETS 300 that was used prior to passage of the Jobs for Veterans Act (JVA).
