Abstract:
The Certificate of Registration is used to expedite free entry or entry at a reduced rate on foreign made personal articles which are taken abroad. These articles are dutiable each time they are brought into the U.S. unless there is acceptable proof of prior possession.

Short Statement:
There are no burden increases or decreases to this information collection. There are two different IC's that had been combined in ROCIS, but CBP is now showing them as separate IC's on the burden chart. ROCIS required that we put that the burden increased and decreased due to miscellaneous actions, but there were no changes to the burden except that CBP provided more detail.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
