Abstract:
EPA is amending the 1995 national emission standards for hazardous air pollutants (NESHAP) for petroleum refineries to include standards for heat exchange systems as part of EPA's 8-year review requirements for developments in practices, processes, and control technologies. Heat exchange systems (systems including cooling towers as well as once-through systems) are subject to requirements for monthly monitoring and leak repair requirements. Records are required to document compliance with the requirements, and specific information is included in the periodic reports already required by the existing rule. Other changes to the rule are clarifications and revisions to regulatory citations which do not affect the information collection requirements.

EPA is finalizing standards for heat exchange systems at petroleum refineries (40 CFR part 63, subpart CC). These sources were not previously regulated under the NESHAP. The increase in burden is for recordkeeping and reporting reqirements that EPA deems necessary to ensure compliance with these new requirements.
