Abstract:
The FR 2572 collects data on credit card pricing and availability from a sample of at least 150 financial institutions that offer credit cards. The data enable the Federal Reserve to present information to the public on terms of credit card plans. The FR 2572S gathers information on the number of creditors that have engaged in one or more of the practices identified in Section 505 of the Credit Card Act.
Emergency Justfication:
The information is needed prior to the time periods established by OMB in 5 CFR 1320 and is essential to the mission of the Federal Reserve. The Federal Reserve cannot reasonably comply with the normal clearance procedures under 5 CFR 1320 because it would be reasonably likely that a statutory deadline would be missed (as required by Section 505 of the Credit Card Accountability Responsibility and Disclosure Act of 2009). The Federal Reserve must provide a report to Congress by May 2010 and needs to gather information from depository institutions in order to provide the report. There has been informal consultation outside the Federal Reserve System. Background information for the study was obtained by the Federal Reserve through telephone interviews with nine of the largest credit card issuers. The conversations focused on practices these institutions use to set credit limits and interest rates on accounts and the possible difficulties they might encounter in responding to the proposed survey. The Federal Reserve modified the survey in response to industry feedback.
