Abstract:
The Census Bureau will conduct the survey for the City of New York in order to determine the vacancy rate of rental housing stock, which the city uses to enact specific policies. New York will also use the data to help measure the quality of its housing, and learn specific demographic characteristics about the city's residents.

Short Statement:
The estimated respondent burden is lower than the estimate from the 2008 survey due a request from the survey sponsor to over-sample newly built and converted (from non-residential) units to improve the reliability of the survey estimates for such units. For 2011, we will sample from the 2010 Census Address files, which should produce a very reliable sample. The 2008 sample was originally drawn from the 2000 Census, making it eight years old at the time, raising concern about the coverage of units built since 2000. Additionally, the sponsor opted not to sample Single Room Occupancy (SRO) units for the first time since the 1987 NYCHVS.
