Abstract:
The final rule revises requirements MSHA and NIOSH use to approve sampling devices that monitor miner exposure to respirable coal mine dust. The final rule updates approval requirements for the existing coal mine dust personal sampler unit (CMDPSU) to reflect improvements in this sampler over the past 15 years. The final rule also establishes criteria for approval of the continuous personal dust monitor (CPDM), a new type of technology that provides real-time sampling results directly to miners during the shift. This rulemaking is limited to approval requirements and does not address requirements concerning how sampling devices must be used to determine compliance, e.g., who and when to sample.
