Terms of Clearance:
In accordance with 5 CFR 1320, the information collection is approved for 6 months. However, prior to the July 1st launch of the web portal, HHS must submit final versions of the instructions/templates for the information collected that will populate the website. HHS may submit these documents as a non-substantive, non-material change to the collection. OMB is withholding full approval of the collection and updating of pricing and benefits inoformation at this time because HHS has not provided the instructions or instruments that will be used. Once HHS completes development and finalizes instructions/templates for the data for collecting and updating pricing and benefits data for issuers, HHS may also submit these documents as a non-substantive, non-material change to the collection. In this submission, they should they should provide the burden estimate for these collections. If it varies from the burden estimate provided in this request, HHS should provide a brief explanation of the reason for change. OMB also encourages HHS to continue their consultation efforts as they develop these instruments.

Abstract:
Information is required to implement a web portal to assist consumers in making educated decisions on their health care options.
Emergency Justfication:
In accordance with Section 1103 of The Patient Protection and Affordability Care Act, P.L. 111-148 (PPACA) the U.S. Department of Health and Human Services (DHHS) is tasked with developing and implementing an Internet website portal to assist consumers with identifying affordable and comprehensive health insurance coverage options that are available in their State. The statute requres the web portal to be functioning by July 1, 2010. Due to the urgency and the short time frames associated with this requirement, CMS does not have sufficient time to allow for the usual comment timeframe required in the PRA process.
