Abstract:
BOEMRE uses the information to confirm that applicants can pay for cleanup and damages from oil-spill discharge of more than 1,000 barrels; to determine if the risk of a lesser amount of an oil-spill discharge would warrant a showing of financial respon- sibility; to establish eligibility of applicants for a Certification of Oil Spill Financial Responsibility; and as a reference source for claims associated with oil pollution from designated offshore facilities. Respondents are holders of leases, permits, and rights of use and easement in the OCS and in state coastal waters who will appoint designated applicants.
