The BLM uses the information to determine whether private citizens, State and local governments,and businesses are qualified to use, occupy, or develop the public lands under certain conditions. The land uses that may be authorized are: agricultural development, residential, recreation concessions, business, industrial, and commercial.

In addition to a number of adjustments due to changes in burden estimates, this request includes one program change we added a separate analysis of the burdens for complex applications from the private sector. In the previous Information Collection Request, we averaged the burdens for typical and complex private-sector applications, but the burdens for each type are so different from each other, we have come to believe that the average misrepresented the burdens for both types of applications. We made this program change in order to more accurately disclose the burdens for both complex and typical applications.
