Short Statement:
Overall, the total burden hours decreased 224,495 hours (64,065 due to program changes and 160, 430 due to adjustments). The total annual responses also decreased 11,328,203 responses (10, 306,205 due to program changes and 1,021,998 due to adjustments). APHIS removed activities, added reporting requirements that coincided with recordkeeping requirements, added requirements, removed requirements that are cleared under other OMB control numbers, combined activities, and changed several activities based on more recent data.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
