OMB appreciates that details related to the implementation of the sample redesign occasioned by the 2010 decennial census are still being developed. Under the PRA, OMB considers those redesign details to be a substantive change to the current survey. Therefore, before the redesign is implemented, the Bureau of Labor Statistics must submit the details for public comment and review by OMB.
