While OMB acknowledges FSAs efforts to be more transparent and accurate by correcting burden totals that were originally requested in 2008, OMB has requested that the Department characterize the change of 6,076,126 hours as a program change due to agency discretion versus an adjustment since it was originally an oversight issue by the Department to submit the underestimated totals. The true burden associated with the change in agency discretion is now reflective in the new burden estimates for FSAs 2011 PRA request for approval of 1845-0019.

Abstract:
This request is for approval of the reporting and record-keeping requirements that are contained in the Student Assistance General Provisions regulations for the Federal Perkins Loan program, the Federal Work-Study program, and the Federal Supplemental Educational Opportunity Grant program. The purpose of this submission is to renew this collection for the next three year period. The information collection requirements are necessary to determine eligibility to receive program benefits and to prevent fraud and abuse of program funds.

Short Statement:
This is a renewal of an expiring collection package, there have been no programmatic changes made to this collection or the underlying statutory or regulatory provisions. However, there is a burden hour increase of 6,076,126 hours based on more accurate accounting of the burden impact that should have been submitted in 2008 as a change due to program discretion. The burden has significantly increased due to the Department more accurately addressing the full scope of impact November 2007 final rule for 34 CFR 674, 34 CFR 682, 34 CFR 685 (Federal Perkins Loan Program, Federal Family Education Loan Program, and William D. Ford Federal Direct Loan Program / RIN 1840-AC89)which was issued pursuant to the Higher Education Act, as amended. Therefore, this ICR more accurately reflects burden associated with the aforementioned final rule. The burden increase also reflects the significant increase in the numbers of recipients currently in these programs.
