Abstract:
ETA is undertaking the Green Jobs and Health Care Impact Evaluation of the Pathways Out of Poverty (POP Green Jobs) and Health Care and High Growth Training grant initiatives. The goal of this evaluation is to determine the extent to which enrollees achieve increases in employment, earnings, and career advancement as a result of their participation in the training provided by Pathways and Health Care grantees and to identify promising best practices and strategies for replication.
Emergency Justfication:
Emergency clearance is necessary for this baseline data collection for several reasons. The Pathways out of Poverty green jobs (POP) grants expire in February 2012; consequently, it is necessary to enroll participants in this study as soon as possible. Were the normal PRA clearance procedures used in this initial enrollment, the ETA would have too short a time to build up a sufficient sample for an impact study of these grants before they expire. Also, losing the POP grants would mean the study would lose its ability to look at green jobs, as they are the only green jobs training grants available for evaluation. Similarly, applying regular PRA clearance procedures to the HHG grants would not allow enough time before the grants expire to provide training that lasted more than a few months; such short-term training is unlikely to provide measurable impacts on earnings. Failure to collect baseline data in a timely manner will affect conducting a rigorous evaluation of these grants. Lack of a rigorous evaluation process will mean that no information will be available on the potential of training for green jobs as a strategy for reducing poverty or increasing employment. Finally, approximately 9 million dollars of ARRA funds are dedicated to evaluating these grants. Failure to conduct a rigorous evaluation with appropriate baseline information will make these evaluations less educational and therefore less usable in terms of guiding future policy initiatives. Conducting these evaluations without appropriate baseline data collection would be a waste of the taxpayer stimulus dollars that are currently dedicated to this evaluation.
