Abstract:
This collection of information request includes the information collection and third party notice and disclosure requirements that a plan must satisfy under interim final regulations implementing provisions of the Affordable Care Act pertaining to internal claims and appeals, and the external review process.
Emergency Justfication:
The Departments would not have time to issue the amended interim final rule in a timely manner following normal PRA procedures.

Short Statement:
There is a cost burden increased due to the Department's quantification of the cost required to provide culturally and linguistically appropriate notices. The cost and hour burden also increased, because the Department is presenting three-year average cost as opposed to first-year cost, which were previously reported.
