Upon request of other branches of the Government, State agencies, or private interests, USDA shall inspect, certify & identify the class, quality, quantity & condition of agricultural products shipped or received in interstate & foreign commerce. Also, that USDA may enter contracts to provide services.

The overall net increase of 317,191 in the total annual number of responses is attributable to an exponential increase in the number of grain exports since 2007. In addition, there is an overall decrease of 6,249 burden hours since last submission.
