Abstract:
Form 5500 filings are processed under the ERISA Filing Acceptance System 2 (EFAST-2), which is designed to simplify and expedite the receipt and processing of the Form 5500 by relying on computer-scannable, Internet-based forms and electronic filing technologies.
Emergency Justfication:
The Department needs to revise its Application for EFAST-1 Electronic Signature and Codes for EFAST Transmitters and Software Developers to reflect the current web-based registration process for credentials under the EFAST-2 electronic processing system. The Department would be unable to revise the information collection in a timely manner if the usual PRA procedures were followed. The information required to be submitted as part of the registration process for EFAST-2 is substantially similar to the information that was required to complete the Application for EFAST-1 Electronic Signature and Codes for EFAST Transmitters and Software Developers. Identifying information is required to be submitted and the registrant is also must identify its user type.

Short Statement:
The increase in the number of responses is due to the fact that all plans most file Form 5500 electronically, which means they have to use the EFAST-2 registration process. This increase led to in increase in estimated total hour burden to comply with the information collection, although the burden to obtain EFAST-2 credentials is estimated to be the same as it was to apply for EFAST-1 credentials. The annual cost burden is eliminated, because the registration is now done exclusively by electronic means; EFAST-1 applications could be mailed, which resulted in material and postage costs.
