Abstract:
This collection describes the steps involved and the procedure for evaluating scales prior to National Marine Fisheries Service (NMFS) approval for use, inspecting and testing approved scales onboard vessels, recordkeeping and audit trails, coordinating with onboard and onshore observers, and providing NMFS with a catch monitoring plan for crab, offshore groundfish, and inshore groundfish. This change request is to reinstate regulations that were inadvertently removed in a previous final rule about locations where the National Marine Fisheries Service (NMFS) will conduct scale inspections (associated with a proposed rule, RIN 0648-AX97). There are no changes to forms or to burden or cost.

This action contains program adjustments which update, and in some cases, correct this existing collection. In addition, numbers are adjusted to reflect actual values in some cases, e.g., number of respondents and frequency of responses. There is a decrease of 52 respondents. Responses have increased by a net of 14,345. The net increase in hours is 1,339. The total cost has decreased by a net of $512,340: operational and maintenance costs have increased by a net of 62,533 and capital costs have decreased by a net of $574,873 (previous capital costs have expired; there is a new cost of $2,500).
