Abstract:
47 CFR Part 61 is designed to ensure that all tariff's filed by common carriers are formally sound, well organized, and provide the Commission and the public with sufficient information to determine that justness and reasonableness as required by the Act, of the rates, terms and conditions in those tariffs. The Federal Communication Commission is seeking a non-substantive change request for information collection 3060-0298. The Commission received pre-approval for the information collection requirements that were contained in FCC 11-13 from the Office of Management and Budget (OMB) on April 19, 2011. The information collection requirements were adopted as proposed in FCC 11-161 on October 27, 2011 (released on November 18, 2011). The Commission is simply activating the burdens and costs for the collection that were previously pre-approved by OMB. OMB's electronic system, ROCIS, would not allow the Commission to activate the burden on its own. Therefore, this change request is being submitted to OMB to final the collection and officially active the burden and costs for the collection.

Short Statement:
The Commission notes the following revisions since the previous submission: (a) The number of respondents has increased from 580 respondents to 630 respondents, an addition of 50 respondents, to accommodate the revised rules that would require a one-time additional reporting requirement by an estimated 50 respondents. (b) The number of responses has increased from 1,160 responses to 1,210 responses, an increase of 50 responses, to accommodate 50 respondents who would have a one-time, additional reporting requirement pursuant to the revisions to the rules. (c) The total burden hours has increased from 58,000 hours to 63,000 hours, an increase of 5,000 hours, to accommodate the additional reporting requirement pursuant to the revisions to the rules. (d) The total annual O&M cost has increased from $945,400 to $986,150, an increase of $40,750, due to an increase in the number of responses pursuant to the revisions to the rules.
