Short Statement:
New program personnel corrected calculation and figures previously used for respondents versus responses and illiminated the IC for State, Local & Tribal. Also, re-evaluated the per response times, termination of some crop programs and the addition of new policies and pilot programs have resulted in a decrease of respondents but a net increase in the burden hours and responses.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
