Abstract:
Part A (Title I) of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLB) requires State educational agencies (SEAs), local educational agencies (LEAs), and schools to collect and disseminate information to document progress, inform parents and the public about school, district, and state educational performance, and provide services to students and teachers to help at-risk students meet challenging State achievement standards.

Short Statement:
Reforms undertaken by Local Educational Agencies (LEA) have outdated many of the activities by the Elementary and Secondary Education Act as amended by the No Child Left Behind Act (ESEA). In the absence of ESEA re-authorization in 2011, the Secretary of Education is providing flexibility to LEAs to support their important reform efforts. (Associated flexibility PRA activities are approved on the emergency basis under control number 1810-0708). Approval of 1810-0581 ends April 30, 2012 and will be submitted to OMB for approval to collect data under 1810-0581 with burden from 1810-0708-there are no instrument changes to 1810-0581 as 1810-0708 flexibilities burden may be collected via 1810-0581. This change request is to merge only the burden of 1810-0708 with 1810-0581. The US Department of Education requests shifting the hours from 1810-0708 to 1810-0581 so that the flexibility can be considered as part of identifying the information collection activities and burden hours during the renewal process for this collection. On conclusion of this change request for 1810-0581, the Department will submit a discontinue request for 1810-0708 which expires March 2012.
