Abstract:
The Ninth Report and Order solicited comment on service rules for Advanced Wireless Services in the 1710-1755 MHz and 2110-2155 MHz bands, including provisions for applications, licensing, operating and technical rules, and for competitive bidding. The FCC adopted a NPRM, FCC 12-32, which proposes specific buildout criteria rather than a showing of substantial service. The AWS-1, Report and Order also proposed coordination as a solution to possible in-band interference between AWS licensees in adjacent geographic licensing areas and also possible out-of-band interference between AWS licensees and adjacent band licensees. For this revision, the Commission proposes terrestrial service, technical assignment, and licesing rules for 2000-2020 MHz and 2180-2200 MHz spectrum bands.
