Abstract:
The King and Tanner crab fisheries in the exclusive economic zone of the Bering Sea and Aleutian Islands are managed under the Fishery Management Plan for Bering Sea and Aleutian Islands King and Tanner Crabs (FMP). Crab Rationalization (CR) Program regulations, found at 50 CFR 680.40(b)(2) and (d)(2), require that individual fishing quota (IFQ) and matching individual processing quota (IPQ) with a regional designation must be landed and processed in the region from which the qualified landings giving rise to the quota share (QS) and processing quota share (PQS) occurred. Amendment 41 to the FMP is intended to provide IFQ holders, IPQ holders, and communities a process by which they may request and receive an exemption from regional delivery requirements for crab under the Crab Rationalization program. Deliveries outside of the region would need to be negotiated among IFQ holders, IPQ holders, and all of the representatives of each community in each region.
