Abstract:
The Commission adopted FCC 12-11, the Lifeline Reform Report and Order, which adopts rules which are intended to take immediate action to address potential waste, fraud,and abuse of the Universal Service low income program. Furthermore, in the Commission's attempt to reduce the number of information collections, we have removed and consolidated all low-income requirements into this submission. Upon OMB approval, the Commission will voluntarily discontinue OMB Control Number 3060-0774 so there is no duplication of reporting, recordkeeping and/or third party disclosure requirements.

Short Statement:
The Commission is reporting a 3,083,523 hour program change increase for a revision to this IC. Eligible Telecommunications Carriers (ETCs) are permitted to receive universal service support reimbursement for offering certain services to qualifying low-income customers. The FCC released a final and further proposed rulemaking, FCC 12-11, intended to take immediate action to address potential waste, fraud and abuse of the low-income program. The Commission has created three new FCC Forms (FCC Forms 550, 555 and 560) for which we seek OMB approval. Since the last submission the number of ETCs remains the same as our previous estimate of 940, however, the number of Lifeline subscribers has increase to 16,100,000 (last submission was estimated at 13,500,000 subscribers).
