Terms of Clearance:
The Census Bureau shall closely monitor the response rate over both phases of data collection given the changes to the program and take corrective action if the response rate does not appear to be meeting expectations. In addition, prior to the commencement of the 2012 Survey of Business Owners forms distribution, the Census Bureau shall provide on its Internet site prominent links to a set of finalized survey forms, including instructions and cover letters, comparable to those provided for the 2007 Economic Census report forms. The final forms and letters shall reflect any changes in the survey year, OMB number expiration date, and Census leadership from those submitted for review.

Abstract:
The Census Bureau plans to conduct the 2012 Survey of Business Owners and Self-Employed Persons (SBO). In the SBO, businesses are asked several questions about their business as well as several questions about the gender, ethnicity, race, and veteran status of the principal owner(s). This survey provides the only comprehensive, regularly collected source of information on selected economic and demographic characteristics for businesses and business owners by gender, ethnicity, race, and veteran status. The survey is conducted as part of the economic census program which is required by law to be taken every 5 years under Title 13 of the United States Code, Sections 131, 193, and 224.
