Short Statement: These final regulations streamline the current total and permanent disability (TPD) discharge process. Currently, if a borrower has multiple lenders, a TPD application for each lender/holder must be completed and submitted. Under the regulations, a holder will refer the borrower requesting this type of discharge to the Department, who will then contact all the holders so that collection efforts will be suspended for a period of time to allow the borrower to obtain, complete, and submit the TPD application. But, since this assessment was not previously established, no burden reduction can be realized, instead we are increasing burden by 913 hours to reflect the burden associated with the TPD referral process.
