Rule 17Ad-13 requires certain registered transfer agents to obtain an annual report prepared by an independent accountant that discusses the adequacy of the transfer agent's system of internal accounting control and related procedures for the transfer of record ownership and the safeguarding of related securities and funds.

The 18,000 hour reduction in the time burden is due to the fact that in the previous PRA extension, the time burden for the external labor completed by the independent accountants was incorrectly classified as an internal hour burden attributable to the transfer agents. For this collection, no time burden is allocated to the repondents.
