The program change increase of 555,000 responses and 35,250 burden hours is attributed to two new forms (37,500 responses and 9,375 hours); remaining 517,500 responses and 25,875 burden hours to the merging of 0596-0019. The adjustment decrease is from fewer fee envelopes being used by the public.
