Abstract:
The subject of this information collection (IC) request is an NTL (Notice to Lessees), GPS (Global Positioning System) for MODUs (Mobile Offshore Drilling Units). This NTL requires MODUs to be equipped with multiple tracking/location devices so that during a storm event the respondent, as well as BSEE, will have the capability to monitor its location. This NTL also provides for notifications and grants BSEE real-time location data access as necessary to the Hurricane Response Team (HRT).

Short Statement:
This collection of information has both adjustments and program changes. The adjustments are as follows: (a) The current OMB inventory for 1014-0013 includes 9 burden hours. In this submission, we are requesting a burden total of 1 hour. This represents an adjustment decrease of 8 hours. The decrease is due to re-estimating the average annual responses and the amount of time required to respond. (b) The currently approved non-hour cost burden is $150,000. In this submission, we are requesting a total of $102,500. This represents an adjustment decrease of $143,500. The decrease is due to re-estimating the average number of annual responses multiplied by its associated non-hour cost burden. The program changes are as follows: (a) There are no program changes to the hour burdens. (b) The currently approved non-hour cost burden is $150,000. This submission requests an additional $96,000 for a program increase. It came to our attention when consultations with respondents informed us that they either (a) pay a monthly GPS tracking fee to a 3rd party, or (b) they rent GPS devices for their MODUs and pay a tracking fee to a 3rd party ($150,000 - $143,500 + $96,000 = $102,500).
