Abstract:
The Consumer Product Safety Commission needs the reports of qualification testing to assure that lighters subject to the safety standard comply with the child resistance levels established in the standard. The ongoing production and quality control records required by the standard are used to ensure that production lighters continue to be made to the same manufacturing specifications as the lighters that passed the child-panel qualifications test and are used by the manufacturer or importer to issue its batch by batch certificate of compliance pursuant to section 14(a) of the CPSA.
Emergency Justfication:
Staff were involved in higher priority work involving development of congressionally mandated regulations and unable to update this information and publish FR notice in time to miss expiration date. A six month extension is requested so staff will have adequate time to prepare information for the request for extension of approval.

This estimate is lower than cited in previous information collection requests because it is based on actual submissions of new lighter models in fiscal year 2012, rather than on an assumption regarding new models submitted per firm involved in the consumer lighter market or an annual average of the number of new lighter models submitted by firms for two years. The change due to agency discretion is due to splitting the accounting for hours spent on recordkeeping vs reporting.
