The information is needed to carry out the reporting and recordkeeping requirements of 16 U.S.C. 4711 regarding the management of ballast water, to prevent the introduction and spread of aquatic nuisance species into U.S. waters. Respondents are owners and operators of certain vessels.

Short Statement:
The change (i.e., increase) in hour burden is a PROGRAM CHANGE due to a new reporting requirement. The Coast Guard will be requiring vessels with ballast tanks and operating solely on voyages among ports or places within a single COTP Zone to submit an annual summary report of their BWM practices. The Coast Guard does not currently collect BWM information on this segment of the maritime population and subsequently cannot make fully informed programmatic decisions. This information gap was highlighted by commenters during the BWDS rulemaking. We agree this gap needs to be filled and are proposing a streamlined process to accomplish that. The Coast Guard anticipates the information collection requirement would lapse after the completion of three annual report cycles. The BWM Voyage reporting and BWDS Compliance Extension request requirements, and the methodology for calculating burden, remain unchanged.
