Abstract:
Motor carriers of property and passengers, property brokers, and surface freight forwarders operating in interstate or foreign commerce must register with the FMCSA. As a condition of registration, these entities must designate process agents for each State in which they operate on Form BOC-3. This revision is due to a final rule entitled, "Unified Registration System," that would add the requirement that exempt for hire and private motor carriers use Form BOC-3 to notify the Agency regarding their designation of process agents.

This program change increase in annual burden hours from 5,833 to 30,369 annualized burden hours is due to a Final Rule that would require an estimated 327,000 private and for-hire-exempt carriers and carriers with recent activity complete the Form BOC-3 in the first year, and approximately 92,000 to re-file in subsequent years.
